Senior Technical Advisor/Afghanistan Unit Leader

JOB CODE: SF.07.01

OVERALL RESPONSIBILITIES

Under the general direction of the DPK Director and in coordination with the Director of Program Implementation and Director of Major Projects, the Senior Technical Advisor/Afghanistan Unit Leader (STA/AUL) oversees all activities of the Afghanistan Unit. The unit consists of technical and operational staff assigned to work on the Rule of Law Stabilization (Formal Justice) Program in Afghanistan (Afghanistan Project). The (STA/AUL) will provide oversight of the work of the Afghanistan Project Officer(s) (POs) and Assistant Project Officers (APOs), and will coordinate with the recruitment specialists and budget specialists working on the Afghanistan Project. Significant travel to Afghanistan is required.

SPECIFIC RESPONSIBILITIES

Management of Afghanistan Unit


  • Exercises full responsibility for the technical quality of work under the Afghanistan Project and for the resolution of problems related to the project
  • Advises the Chief of Party (COP) and relevant field staff on implementation of the project
  • Facilitates decision making on significant project issues and activities with the COP
  • Directs the submission of technical and administrative project deliverables and budget modifications
  • Assists with preparation and review of annual project work plans
  • Mentors and supervises POs and APOs, and oversees coordination with DPK recruitment and budgeting staff
  • Prioritizes PO and APO workloads when necessary and facilitates DPK recruitment, budgeting, and systems contributions to project activities
  • Advises POs and field staff on short term technical assistance recruiting
  • Reviews and edits reports to client and ensures that administrative and financial reporting and tracking deliverables are met
  • Coordinates subcontractors
  • Oversees project closeout, including final reporting requirements


Programmatic Support
Provide home office programmatic, technical, and administrative support to the Afghanistan Project, in coordination with the Director assigned to the project, as follows:

  • Manages project start up in cooperation with the assigned POs and APOs
  • With the POs and DPK Finance Department, ensures that all logistic and support activities are carried out with the proper authorization and in a timely manner
  • With the DPK HR department, ensures that all personnel contracts and subcontracts are properly processed and executed
  • Monitors the progress of work and ensures that all reporting and work schedules are met, as specified in the contract or as established under DPK rules
  • Maintains communication with the client on project matters
  • With the assigned Director(s), advises the COP and field staff regarding any serious program difficulties
  • Briefs the assigned Director(s) on progress in the technical work and any problems in the management or backstopping of the project
  • Oversees compliance with technical and management requirements made by client
  • Carries out other duties as assigned


Assistance to Other DPK Departments

  • Provides technical review of project deliverables/reports for other projects as assigned
  • Uses experience and expertise to provide support on proposal writing, recruitment, and business development as time allows


Requirements:


  • A minimum of 10 years experience in a legal field, e.g., as court administrator, prosecutor, public defender, attorney in private practice, judge, etc.
  • Demonstrated leadership skills
  • Ability to conceptualize, perform, and direct rule of law assignments and write legal documents
  • Ability to think strategically about rule of law and governance problems
  • Extensive experience in program design and implementation
  • Ability to travel internationally 30-40 percent of the time
  • Able to handle multiple assignments and manage competing priorities with tight deadlines
  • Self motivated problem solver with high degree of initiative
  • Strong analytical, oral/written communication and editing skills
  • Strong interpersonal skills and ability to promote collaboration and teamwork

Project Accountant - Afghanistan

DPK Consulting, a division of ARD, Inc. is currently recruiting for an experienced Project Accountant to support billing, revenue and project support for our Afghanistan Rule of Law project. This position will be based in our San Francisco, CA office.

The Project Accountant position is responsible for project set up within the accounting system using QuickBooks and Oracle software, revenue review and analysis; project and financial reporting, and other support as required. This generally includes, but is not limited to, working with the Finance and Administration Director to set up, update and maintain project information and budgets within the project accounting system which will result in sound project management; prepare appropriate client invoices, and providing clear and frequent project management financial reports.

Responsibilities
• Complete the revenue, billing and contract data setup and modifications for the contract in the accounting system in a timely and accurate manner.
• Process and review invoices and travel and expense reports related to the project.
• Prepare invoices, ensuring they reconcile to revenue and system reports, reviewing support documentation; obtain Project Officer’s approval and send to the client in a timely fashion. Work with the Project Officer to submit any corrections.
• Review subcontract terms and limits to ensure prompt payment of invoices upon payment by client. Alert the Project Officer and Finance and Administration Director to any problems or issues.
• On a regular basis, ensure that project reports are reviewed and checked for data quality. Work directly and promptly with Project Officer to correct any inaccuracies.
• Analyze and balance deferred and unbilled revenues monthly.
• Ensure compliance with USAID procedures and regulations.
• Assist the General Accountant and Project Officer in collecting outstanding accounts receivable. Prepare a regular status report on invoices which are 60 days past due and notify client when spending of obligated funds has exceeded 75%.
• Prepare ad-hoc reports as needed by the Project Officer or Finance group.
• Provide analysis and review of monthly revenue recognition for the unit. Enforce the submission of necessary information from project managers, highlight projects with opportunities for improvement and assist in the budget correction process.
• Assist the Project Officer with monthly/quarterly forecast and annual budget analysis.
• Provide field finance manager training and support as needed.
• Additional duties as assigned by the Finance and Administration Director.

Requirements:
• A minimum of three years experience working in Project Accounting. Accounting or finance degree or equivalent experience with thorough knowledge of accepted general accounting principles and practices.
• Excellent knowledge of Word, Excel and computerized project cost accounting systems (e.g., Oracle). Extensive experience in QuickBooks Pro, including account reconciliation and account setups.
• This position requires the ability to communicate with all levels of internal staff, as well as outside vendors, consultants and clients.
• The position also requires superior organizational skills, the ability to prioritize and deal with a multitude of varied objectives and duties, and the ability to effectively interpret and communicate accounting and financial issues to others.
• Knowledge of USAID rules and regulations and Dari and/or Pashto language skills a plus.

Project Officer - Afghanistan

DPK Consulting, a division of ARD, Inc. is currently recruiting for an experienced Project Officer to support programs in Afghanistan and other regions, as needed. This postion will be based in our San Francisco, CA office.

The Project Officer leads activities involving contracts administration, budget monitoring, and compliance with donor regulations. He/she provides overall administrative and logistical support to the international field offices.

Responsibilities
• Manage all non-technical project activities from start-up through project closure
• Responsible for overall contract compliance and compliance with DPK policies and procedures and USAID regulations
• Serve as main point of contact for project office for day-to-day activities including coordination on logistics, procurement, compliance, budgets, organizing study tours, subcontracting, contracting short-term consultants and deploying to field, and project-related travel
• Review and approve weekly and quarterly reports and annual plans, review project contract, track essential deliverables
• Monitor project budget and expenditures to ensure adherence to adopted budget and burn rates and prepare reports on budget forecasts and projects’ yearly expenditures Assist with commodity procurement to ensure compliance with DPK Procurement Manual and USAID rules and regulations
• Assist with translations as needed, including review of translated documents sent by project offices
• Maintain project description database for programs supported

Requirements: • Advanced degree (Masters, MBA, JD) in related field (project management, international development, law) or Bachelor's degree in international development, business, finance with equivalent combination of education and work experience in a relevant technical area
• Two years of experience in a government contracting environment preferred
• Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and with a high standard of quality
• Strong quantitative skills and budget management experience preferred
• High computer skills in word processing, spreadsheet, database, presentation, and Internet applications are required
• Excellent interpersonal skills
• Demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants
• Excellent written and verbal communication skills
• Ability to travel overseas approximately 30 percent is required
• English fluency and Dari and/or Pashto language skills at a conversational level are highly desired.
• Experience working in Afghanistan is highly desired.
