Rule of Law Senior Technical Advisor

DPK Consulting, a division of ARD, Inc. is currently recruiting for a Rule of Law Senior Technical Advisor to be based in our San Francisco, CA, office. Under the general direction of the DPK directors, the Rule of Law Senior Technical Advisor carries out duties to provide strategic and technical advice; develop approaches for existing rule of law projects; provide in country work on proposal development in his or her area(s) of expertise; and support new business development.
Specific Responsibilities
Program Management
- Provide technical oversight to USAID-funded rule of law projects
- Confer with the COP and other key personnel on technical approaches and bring international best practices to bear to project activities
- Liaise with USAID and other clients to ensure that project objectives are met and maintain appropriate client relations
- Develop technical approaches that can be applied to rule of law projects and also be incorporated into DPK proposals.
Business Development
- Support and/or lead new business development efforts in different subject and geographic areas within rule of law
- Advise on and contribute to strategic positioning of the company in the rule of law arena
- Support and/or lead “go/no go” decision process when evaluating potential opportunities.
Proposal Development
- Lead and/or support development of technical proposals, including research, technical input, and proposal writing
- Work with business development and HR teams to develop appropriate staffing plans for proposed projects and identify skills that candidates need
- Work with HR/Recruitment team to development recruitment strategies for potential projects
- Work with business development team to identify appropriate associations/institutions for necessary subcontractor roles.
Management
- Serve as a member of the DPK management team to oversee the operation and direction of the division
- Liaise with ARD on rule of law issues and become a key member of the rule of law strategic management team.
Requirements:
- Law degree or masters degree in public administration or related degree preferred.
- A minimum of 15 years experience as a court administrator, prosecutor, public defender, attorney in private practice, judge, etc.
- 5 years experience working in developing, transitioning or post-conflict countries preferred
- Ability to conceptualize, perform, and direct rule of law assignments and write legal documents
- Ability to think strategically about rule of law and governance problems and potential solutions, across a range of technical areas
- Extensive experience in program design and implementation
- Ability to travel internationally 30-40 percent of the time
- Experience with USAID-funded activities
- Experience with civil law and civil law systems desired
- Ability to speak a second language preferred
- Able to handle multiple assignments and manage competing priorities with tight deadlines
- Self motivated problem solver with high degree of initiative
- Strong analytical, oral/written communication skills
- Strong interpersonal skills and ability to promote collaboration and teamwork
- Ability to communicate effectively with offices/staff in international locations
- U.S. Citizenship or a valid U.S. Work Permit is mandatory

Assistant Project Officer

DPK Consulting, a division of ARD, Inc. is currently recruiting for an Assistant Project Officer based in San Francisco to provide administrative and home office support for our international programs around the world. The Assistant Project Officer is a junior/entry level position for individuals committed to international development and who are committed to growth and professional development on the job. He/she assists the Home Office Project Officer and international offices with compliance matters and provides logistical and administrative support.
SPECIFIC RESPONSIBILITIES
- Provide administrative support and coordination, inclusive of basic clerical tasks such as data entry, faxing, filing, word processing, and photocopying
- Provide research and organizational assistance to project managers on diverse rule of law projects
- Assist in arranging travel, moving, and shipping for consultants and long-term field office staff, and trouble-shoot for managers and consultants when assistance is needed while they are overseas at project sites
- Provide editing and formatting of project reports and other documents including general copy edits, content, and compliance with company style policies
- Assist with budget tracking
- Maintain project files
- Assists with translations as appropriate, including review and editing of translated documents sent by project offices.
- Assist in planning logistics and implementation of study tours for foreign counterparts
Requirements:
- BA/BS degree, preferable in international relations, business, political science, or related field
- Minimum of 2 years working in a business, administrative, or development environment. Experience in cross-cultural settings
- Strong writing, editing, and communication skills
Strong organizational skills with good follow-through and attention to detail
- Ability to work with minimal guidance
- Good interpersonal skills
- Strong computer skills (Microsoft Word, Excel)
- Understanding of project design and implementation is highly desirable
- Knowledge of FAR and AIDAR regulations is highly desirable
- Fluency in Spanish, French, Russian, or Arabic preferred

Field Office Support Associate

DPK Consulting, a division of ARD, Inc. is currently recruiting for a Field Office Support Associate based in San Francisco. The Field Office Support Associate works under the supervision of the Finance/Administration Director and is responsible for the accuracy of the field office accounts reporting and compliance with USAID regulations and DPK’s internal policies and procedures. Works with Project Office Training and Other Special Projects Consultant to ensure that home office accounting records are maintained in compliance with Generally Accepted Accounting Principals, and assists in preparation of year-end financial statements and with government reporting requirements.
Requirements: Field Office Support • Review field office expense reports and corresponding receipt packages on a monthly basis ensuring that reporting methods and supporting documentation conform to USAID regulations and DPK internal policies and procedures • Monitor field office compliance with DPK’s internal policies and procedures for hiring and compensating consultants and procurement of goods and services • Provide a periodic report to all field offices of high risk areas based on results of field office expense audits • Reconciles field office bank statements to DPK SF accounting records on a monthly basis • Assists with set up and monitoring of field office accounting systems (QuickBooks) for new projects including creating chart of accounts, assisting with adjusting entries, and reporting in accordance with DPK internal policies and procedures • Assists with training of field office staff by telephone and in person, as needed • Assists with preparation and revision of local accounting and administrative policies and manuals to ensure manuals are accurate and current • Maintain a current working knowledge of USAID regulations for field office reporting
Accounting/Financial Management • Process consultant payments and travel expense reports ensuring compliance with IRS and USAID regulations. • Review vendor invoices for proper coding and adequate supporting documentation prior to submission to Finance Director for payment • Manage compilation of audit materials for annual DCAA audits
QUALIFICATIONS • Undergraduate degree in business or related field • 3 years experience in a book keeping, accounting, or accounting support role • Ability to communicate effectively with offices/staff in international locations • Strong PC skills in MS Office (Excel, PowerPoint, Word) and QuickBooks, Oracle knowledge a plus • Excellent communications skills (written and oral) • Ability to take initiative and carry out work independently
