DPK Helps Establish New Public Prosecutor's Office in Jenin, West Bank

Jenin, West Bank - Prime Minster Salam Fayyad said in the opening ceremony of the Public Prosecution Office in Jenin: "Each step and new accomplishment achieved in our country assures that we are moving steadily towards an embodiment of the Palestinian dream which we will neither give up nor abandon ... the Palestinian National Authority forms a transition period in the life of the Palestinian people towards achieving the national objective of establishing an independent state, with Jerusalem as its capital, in the territories occupied of the 4th of June 67.
In an official ceremony in the city of Jenin, Dr. Fayyad opened the Public Prosecutor's Office last Sunday as part of a Justice Sector Assistance Project "JSAP" which was carried out with support from the Bureau for International Narcotics and Law Enforcement Affairs ("INL") in the U.S. State Department. The ceremony was attended by Attorney-General Ahmed Al-Mugani, president of the Supreme Judicial Council Fared Al-Jalad, Dr. Ali Jarbawi Minister of Planning, Ta’er Zuhair Khalil Chief Prosecutor, the Governor Khadoorah Musah, Jamal Huwail Member of Parliament, Colonel Radi Asidah area commander, the managers and representatives of security and civil services, agencies and the institutions.
Fayyad considers the opening of the new headquarters as another step on the way towards ... institutional building in order to prepare for the establishment of an Independent State, with Jerusalem as its capital. The Palestinian National Authority is keen to convert this new building into a permanent office to the Attorney General and will provide it with all the equipment needed in order to achieve the desired progress in the justice sector, especially having peace and stability in the Palestinian street through the help of the security services.
The Prime Minister called on the Supreme Judicial Council to complete the effort made in the past to promote the citizen's sense of fairness and justice. He stressed that the justice sector is a vital and important sector in the life of the Palestinian community. Thus continuing to build and develop this sector creates the cornerstone for the ongoing preparations of the declaration of the independent State. This coincides with and accelerates the pace towards completing the building of strong institutions that provide services to citizens with transparency and high integrity.
Fayyad said that the national project would not be complete without the return of unity to the nation and (its) institutions as a fundamental and important precondition to end the suffering of the Palestinian people, end the occupation, address the settlement succession project and reconstruct the Gaza Strip, (all moving) towards the establishment of independent Palestinian state.
Fayyad focused on the important role the judicial sector (plays) in achieving good governance, granting rights to property owners, promoting justice and equity, and emphasizing the need to ensure a more effective presence and participation for women in this sector. Fayyad praised the Palestinian model in Jenin which embodies innovation, development and determination. He said: "Every time I visit this province I feel that there is something new in all aspects of life. I feel there is improvement in the general scene promising us with the progress that we seek to strengthen and develop, to achieve the advancement that will provide for all the needs and requirements of our people and enhance their steadfastness and adherence to their land and rights."
The ceremony began with the speech of Salim Jarar, the Chief Prosecutor for anti-corruption and economic crimes, who said that the opening of the new headquarters of the Public Prosecution Office in Jenin is a big achievement. (He added) that the result of the (such) leadership efforts placed a great importance on the judiciary, because ... it is an essential element for the promotion of the rule of law and for maintaining order and stability. Jarrar said that "rule of law" is the foundation of a democratic life that guarantees calmness, stability and security to the people. One of the ways to support the achievement of this is the completion of this project, under the auspices of President Mahmoud Abbas and Prime Minister Dr. Salam Fayyad, who have kept in mind (the concept of) "rule of law" in order to reinforce the status of the judiciary. (This focus) will guarantee the restoration of the dignity of and confidence in the institutions of the judiciary, which specializes in the disposition of the people's issues.
Governor Musa considered this occasion to be a great day for Jenin, which is progressing rapidly towards advancing and developing a model that shows the ability and determination of our people to build their own institutions under the guidance of President Mahmoud Abbas and the Prime Minister’s vision to build a state of institutions, law and democracy. Musa stressed that the happiness of our people from their achievements would not be complete without the return of Gaza to the bosom of the nation, and without the legitimacy and the release of prisoners, and the full redemption of the occupation.
The Chancellor Al-Mugani said that the Justice Sector Assistance Project aims to improve and raise the quality of criminal investigations through training, upgrading the performance of public prosecutors, strengthening the role of police in criminal cases, and (enhancing) coordination between institutions. He mentioned that this project is a step initiated by the Public Prosecutor’s Office to achieve its vision of promoting the "rule of law" in Palestine. It will be followed with further steps to strengthen the justice and the judiciary sectors. Al-Mugani said that, despite the great achievements made by the Public Prosecutor’s Office, which has functioned as guardian of criminal justice to the fullest, the Public Prosecutor’s Office still suffers from the lack of places to conduct investigations, appropriate hardware, proper staffing levels in the Public Prosecutor’s Service and the lack of administrative support staff. Also the Public Prosecutor’s Office suffers from weaknesses in the computing infrastructure which is not directly linked to the Palestinian Justice system’s case record, and therefore there is no statistical information on crimes in Palestine.
Al-Mugani called on the Council of Ministers to approve the structure submitted to the Council and to provide the funds required to move ahead with the responsibilities described, because failure to approve this structure creates a barrier to the institutionalization and development of work. He also thanked the supporting and implementing parties for their efforts to make the project successful.
Mr. Charles Caruso, the Project Manager of the Justice Sector Assistance Project in the U.S. State Department said that he worked continuously over six months with the Palestinian team in order to complete the new headquarters for the Public Prosecutor’s Office in Jenin. He said that this project was carried out in order to achieve two important goals: firstly, to enable the Public Prosecutor to investigate the crimes and prosecute criminals efficiently and transparently; and secondly, to provide the Public Prosecutor’s Office with technical support, training, equipment and devices which would raise its ability to perform. He added that he has worked in many parts of the world, but he had not seen people who had such determination to succeed as the Palestinian team.
In the speech for the Bar, Lawyer Ghassan Dababneh said: "the progress and construction in all areas that is seen in the Palestinian territories these days would not have been possible without the guidance of the President and the wise policy of the Prime Minister." He referred to the development, progress and modernization that the prosecutors in Palestine have experienced and are still experiencing, in terms of the progress/improvement in number of the prosecutors members, staff and the outstanding performance of the prosecutors, stressing that the tasks entrusted to them are large and substantial. Yet the prosecutor is moving steadily towards achieving justice and rooting out crime.
