DPK's founders, William E. Davis and Robert W. Page Jr., served at the highest levels of state and federal government prior to forming DPK Consulting. Both served as state court administrators, the highest non-judicial position in the judicial branch. They have over 50 years of experience as practitioners in the field. Their commitment to the developing and transitioning world commenced with their service as Peace Corps volunteers in Chile. As former high-ranking officials in the United States justice sector, they have unique access to important governmental institutions and individuals in the United States. This unusual access enables DPK to plan and implement technical assistance programs, such as study tours, on short notice and with professionals of all levels.
William E. Davis

For the past 25 years, Mr. Davis has worked in public administration at the international, federal, and state levels. He is a recognized expert on consensus building in institutions going through change processes. He has worked throughout Latin America, the Middle East, and Asia as a public administration consultant.

Robert W. Page Jr.

Mr. Page is a public administration specialist with more than 20 years of experience working as a consultant and administrator in the United States and throughout the world. Mr. Page's particular areas of expertise are core public administrative functions, e.g., general management, budgeting and financial management, facilities design, personnel administration, and organizational structures.
