Modification of Legal Framework for One-Stop Business Registration

ECUADOR 2007

DPK provided assistance to streamline the business registration process through an analysis of the legal frameworks governing the municipal regulation of small business registration, and proposed changes to eliminate legal impediments and discretionary decision-making in the registration process. The project recommended changes to legal frameworks governing the use of technology to speed the registration process, including the use of electronic transfers and digital signatures. DPK conducted workshops and seminars to federal and municipal actors to assure inter-institutional agreement and coordination of reform efforts. The reformed one-stop business registration service will provide faster, more affordable registration, and serve as a model for eventual roll-out throughout the country.

Improving Investigation in Corruption Cases

ECUADOR 2002 - 2003

DPK carried out an assessment of the illicit enrichment and anti-money-laundering legislation with the goal of preparing draft amendments for its improvement. DPK provided advice and training on intelligence gathering techniques and analytical tools, and advised on carrying out inspections at the reporting institutions. DPK also improved cooperation with law enforcement authorities and reporting institutions, and provided training to Anticorruption Commission personnel in investigating and prosecuting illicit enrichment and money-laundering offences. The project team developed software applications to control the movement of cases through the investigation process and implemented the use of software that tracks information related to the assets of civil servants who are under investigation for illicit enrichment. A major achievement of this project was to improve the capacity of the Anticorruption Commission to conduct investigations into illicit enrichment and fraud.

Code Reform to Reduce Corruption

The objective of the project was to assist the Anticorruption Commission to present the Ecuadorian Congress with a proposed set of code modifications to limit inappropriate discretionary authority and make governmental practices more transparent.
