Legal and Judicial Capacity Building and Performance Monitoring Project

Bangladesh 2001 - 2004

This World Bank-funded project was designed to build the capacity of Bangladesh judicial institutions to address shortcomings and constraints in their civil justice system in a manner that reflects international best practices. DPK provided advisory, training, and technical assistance services as the Reforms Advisory Consultants (RAC) group, one of the components of the larger Legal and Judicial Capacity Building project. The DPK team assisted the Ministry of Law, Justice, and Parliamentary Affairs (MOL) and other designated project entities in assessing, evaluating, and monitoring the work of different groups of consultants providing technical support in the fields of court administration and court management information systems. DPK’s support was provided on an ongoing basis by a Resident Legal Advisor, Deputy Resident Legal Advisor, and short-term national and international consultants.

The DPK team conducted peer reviews of reports submitted by groups of consultants and project entities, held stakeholder meetings and workshops to build momentum for reforms, and served as a conduit to and liaison with the various project entities and consulting groups involved in the larger project. The DPK team conducted quarterly, half-yearly, and yearly evaluations of the outcomes of reform work in case management, alternative dispute resolution and court administration, the introduction of automation and management information systems, the execution of recommended training enhancements, and the upgrade of court infrastructure.

Specific project achievements included a number of groundbreaking workshops with Supreme Court Justices, District Courts, and the Supreme Court Bar Association on delay reduction and bench/bar collaboration. Assistance was given in developing terms of reference for legal aid and legal literacy consultancy contracts, the introduction of technology in the courts, and assistance in monitoring the use of computers and the development of trained personnel to use the new technology.
