Capacity Building in Court Administration and Case Management for Pilot Courts

Armenia 2004 - 2005

DPK assisted the Armenian government in rehabilitating the judicial administrative function in the areas of case management, court automation, and court administration. The program introduced new procedures, training, and automation tools to three pilot courts in Yerevan. The project resulted in increased effectiveness in the participating pilot courts, which provides a model for replication nationwide.

Outcomes from the program activities included:

Legal Frameworks
Necessary primary and secondary legislation and implementing regulations were identified and defined by the DPK team to ensure judicial processes that minimize delay and provide increased access to effective dispute resolution forums.

Caseload Processing and Delay Reduction
DPK developed effective programs in case management and delay reduction in the pilot courts and the modern technology required to support the processes was identified.

Judicial Training
DPK provided training programs for judges and court personnel with basic technical skills to perform their work and develop a greater understanding and capacity to address jurisdictional and administrative procedures.

Court Automation
The benefits of automation were identified to increase accuracy and preparation, retention, and dissemination of court records. Greater information is now available to the legal community through automated systems and the Internet.

Court Facilities and Resources
DPK ensured the courts have modern materials to assist in improving day-to-day operations and provide better services to the public. Personnel systems were revised to meet the needs of the new administrative and organizational systems.
