Feasability Study for a Private Bailiff System

ARMENIA 2008

DPK Consulting conducted a 9-month feasibility study to provide the Ministry of Justice of the Republic of Armenia with sufficient information to consider whether the development of a pilot project to introduce the private bailiff system in Armenia justified further financing and implementation. Feasibility study activities included a comprehensive review of similar bailiff systems used in Eastern and Western European countries, workshops and seminars to facilitate and deepen stakeholder discussions, and a comprehensive study tour for key stakeholders. The feasibility study provided the Ministry of Justice and other key decision-makers with comprehensive recommendations for launching a private bailiff system pilot program in Armenia, including a strategic action plan, terms of reference for consultants to be hired, and proposals for necessary legislative change.
