Feasability Study for a Private Bailiff System

ARMENIA 2008

DPK Consulting conducted a 9-month feasibility study to provide the Ministry of Justice of the Republic of Armenia with sufficient information to consider whether the development of a pilot project to introduce the private bailiff system in Armenia justified further financing and implementation. Feasibility study activities included a comprehensive review of similar bailiff systems used in Eastern and Western European countries, workshops and seminars to facilitate and deepen stakeholder discussions, and a comprehensive study tour for key stakeholders. The feasibility study provided the Ministry of Justice and other key decision-makers with comprehensive recommendations for launching a private bailiff system pilot program in Armenia, including a strategic action plan, terms of reference for consultants to be hired, and proposals for necessary legislative change.

DPK Consulting and its local partner are working to advance the goals of the World Bank's Public Sector Modernization Program (PSMP) by increasing transparency, accountability, effectiveness, and efficiency in Armenia's public sector management.

DPK assisted the Armenian government in rehabilitating the judicial administrative function in the areas of case management, court automation, and court administration.
