Modernization of Organization and Administration of the Judicial Branch

Bolivia 2002 - 2004

DPK assisted the judicial branch of Bolivia in its efforts to reform, modernize, and improve administrative capacity by formulating recommendations and designing concrete alternatives for the institutional development of the judicial branch; evaluating the financial suitability of the recommendations; planning the implementation of recommendations; and working with counterparts to introduce the agreed upon strategy.

The specific work included reviewing codes and rules, analyzing existing studies and statistics, visiting and interviewing personnel, and analyzing experiences with new organizations in courts of other countries. The DPK team developed functional and organizational manuals, file management systems, statistics and performance goals, estimates and projections of judicial branch revenue, administrative processes and internal controls, and estimated public demand for judicial services. The DPK team coordinated its efforts with other consulting projects regarding infrastructure and automation reforms.

The DPK team produced proposals for reorganizing the central and local administration of the courts, restructuring the human resource system, and developing a financial sustainability plan, among other products. The proposals were considered by the various judicial branch entities including the Supreme Court and the Judicial Council. An implementation period followed the adoption of the recommendations.
