Increased Consolidation of Democratic Governance

Guyana 2004 - 2008

The Guyana Democratic Consolidation and Conflict Resolution (GDCCR) Project of USAID/Guyana focused on: increasing citizen participation in policy making; improving transparency and accountability in governance; and reducing vulnerability to ethnic and political conflict.

DPK served as principal subcontractor to RTI and provided technical assistance to improve transparency and accountability in governance, focusing primarily on justice sector efficiency and effectiveness, public procurement reform, and strengthening of internal controls and parliamentary oversight. DPK worked to improve court administration and management, improve the capacity of justice sector professionals, and increase the use of arbitration services. DPK also worked to improve the public procurement system by assisting in the development of needed legislation and regulations, introducing E-procurement, and ensuring public access to written records. DPK provided technical assistance to improve internal controls and parliamentary oversight primarily though the formulation of a National Action Plan Against Corruption and developing a corruption index to measure the plan's success.
