DPK conducted a court rationality assessment, making concrete recommendations regarding the best territorial distribution of first-level and appellate courts and the numbers of judges and other personnel within them. To improve the professionalism of the judges, DPK also analyzed the role of the High Council and its inspectorate in the evaluation of judges required by the Judicial Power Law and suggested amendments to the existing legislation and the regulations of the High Council to make the evaluation process more transparent. The team also developed recommendations for a better legal structure to regulate transfers and promotions of judges. DPK reviewed the functioning of the day-to-day activities of the administration of the High Council and its inspectorate and recommended improvements, including those related to the better structuring and fulfilling of the educational mission and role of the High Council.
