Court Administration Strengthening Project
Kosovo 2001 - 2003
DPK was principally responsible for the development of project activities, including building the administrative capacity of the courts and improving court management systems as the principal subcontractor to the National Center for State Courts (NCSC).
The objective of the project was to strengthen the judicial system of Kosovo, with specific focus on how the court system will be administered. The three central goals of the project were the establishment and implementation of strategies and policies for the administration and proper functioning of the court system, the creation of the Administrative Department of Justice, and the development and implementation of administrative systems for the trial courts.
DPK assisted in the establishment of administrative systems to improve budgetary, financial, personnel, procurement, security, and physical facility management. Trial court-level systems were established and implemented, including those for case tracking and petty cash/purchasing. Systems to improve access to the public were established for each court.
DPK developed software for stand-alone applications in records management and the collection of fines, fees, and forfeitures. The DPK team also created modules on judicial statistics, case histories, and calendars.
The DPK team developed the design for a reconstruction of a courthouse in Kamenica that is now serving as a model for new court organization and procedures.
