Improved Rule of Law Program
Jordan 2004 - 2008

DPK provided assistance to the Government of Jordan, especially the Ministry of Justice, to promote transparency, improve the efficiency of the Jordanian court system, promote the independence of the judiciary, and strengthen judicial training in Jordan.
An essential element of the program was the transference of the case management software developed by the DPK team for a USAID program in the West Bank and Gaza to Jordan. The system was demonstrated extensively in Jordan before the decision was made by the Ministry of Justice and the Judiciary to adopt the system. The DPK team worked intensively to make the needed adjustments in the automated system reflect Jordanian laws and practice. The system is currently being installed in the trial and appellate courts, the public prosecutors office, the clerk's office, and other justice sector offices. The system was operational in the Amman Palace of Justice, the largest justice center in Jordan, less than 3 months after project start-up. Once fully installed and adjusted, the system will be installed in justice centers throughout the country.
DPK facilited development of a shared vision of judicial administrative improvement: drafting rules to govern the careers of judges and court staff, developing and implementing performance evaluation mechanisms, training staff in performance evaluation and monitoring, developing a code of ethics for judges, and conducting polls of customer satisfaction. DPK also conducted a court administration diagnostic, recommending and building consensus for reforms, and developing a timetable for their implementation. The project assisted in computerization and e-enabling of the judiciary to address sources of delay, introduced alternative dispute resolution, and improved the quality of legal education for judges and the capacity of the Judicial Institute of Jordan. DPK provided technical assistance to civil-society organizations, think tanks, and the media to improve their ability to advocate for and monitor judicial independence, improved judicial performance, and measures to reduce corruption.
