Jordan: Improved Rule of Law Program

USAID Rule of Law Program

JORDAN 2008 - 2013

DPK is providing direct technical assistance and training to design and implement specific institutional changes in the judiciary and Ministry of Justice. DPK is assisting to increase judiciary capacity by training professional staff and developing effective technical units and departments; empowering local professionals, especially judges and court personnel, to take leadership in promoting and sustaining reforms by enhancing their qualifications and creating opportunities for networking; enhancing relationships and building confidence among key stakeholders, including judges, lawyers, court personnel and Ministry of Justice officials; and building consensus among key stakeholders and the general public on the need for an independent, empowered, and accountable judiciary.

Legislative Strengthening Program

JORDAN 2005 - 2008

DPK assisted the State University of New York to develop and implement a 3-year legislative strengthening program in Jordan to improve the core competencies of the Parliament. DPK assisted in the development of legislative frameworks and processes necessary to support transparency and accountability efforts, utilizing participatory approaches that increase stakeholder and public involvement in reforms.

Improved Rule of Law Program

JORDAN 2004 - 2008

DPK provided assistance to the Government of Jordan, especially the Ministry of Justice, to promote transparency, improve the efficiency of the Jordanian court system, promote the independence of the judiciary, and strengthen judicial training in Jordan. DPK assisted in developing a plan for judicial improvement, drafting rules to govern the careers of judges and court staff, training staff in performance evaluation and monitoring, assisting in development of a code of ethics for judges, helping conduct polls of customer satisfaction, and developing and implementing performance evaluation mechanisms. DPK also conducted a court administration diagnostic, recommending and building consensus for reforms, and worked with counterparts to develop a timetable for implementing reforms. The project also worked to increase computerization and e-enabling in the judiciary, introduce alternative dispute resolution, and improve the quality of legal education for judges and the capacity of the Judicial Institute of Jordan. DPK assisted civil society organizations, think tanks, and the media to improve their ability to advocate for and monitor judicial independence, improve judicial performance, and measures to reduce corruption.

Sharing Best Practices and Lessons Learned in Court Modernization and Automation

JORDAN 2004

The Ministry of Justice in Jordan (MOJ) has begun automation of its judicial system. Drawing upon DPK’s similar experience in the West Bank and Gaza, DPK shared best practices related to human resources and training at the request of USAID.
