Strengthening Rule of Law in the Kyrgyz Republic

Kyrgyzstan 2008 - 2010

DPK Consulting supported the Government of Kyrgyzstan to improve the effectiveness of the judicial system, as part of the Millennium Challenge Account Threshold Country Program. The project addressed four inter-related components of the judicial system to strengthen the rule of law and decrease corruption by improving its overall effectiveness and performance. These were: (1) improving the system for selecting, dismissing and disciplining judges, and ensuring that the judiciary is structured in the most efficient way to handle current and projected caseloads; (2) developing judicial capacity to independently manage its administration and provide for continuing education and professional development of judges; (3) streamlining procedures for handling commercial cases and enforcing commercial judgments; and (4) expanding the use of information systems to provide for mandatory random case assignments and greater access to court decisions.
